Ok so who enforces these rules and why is there popups in the tent area,

  I had the same thought I wanted to take my popup out and set it up and did not expect any services like electric, or water, I checked the web site and it said no. I have no problem with the ones u can pull behind a bike and think it should be allowed. But now I am upset because there are at least 4 popups as big as mine in the same area we are tent camping. If this is not going to be enforced I want to know, because I will go back to the house and get mine.

There are not supposed to be pop-ups in the tent camping area unless they are pulled in behind a motorcycle.  If there were any pulled in by trucks they violated the rules.
 
Maybe they are like my neighbor...he pulls EVERYTHING behind his bike!!  He pulls a pop-up with his GW.

I'm with you Mud. I would have rented one but the rules said no. Thinking about trying it out next year if I can't get an RV space. My luck that would be the one rule they enforce.

Spirit, is there a list we can get on for next year? We tried in Jan, but it sold out, quick!!

The list doesn't start till the spaces sell out.
 
I'll let you know when the space go up.  Probably shortly after the first of the year.  If there are no changes from last year - first they will place the space in the shopping cart of the person who had it this year.  They will get an email telling them the space is there and they have until xyz date to pay for it.  If they don't pay by the deadline the space goes into the available pool.  Those spaces not renewed will go on sale to the general public on a first come/first serve basis.  They go QUICK!!  Once they are gone a waiting list will be started.
 
With a little luck you'll get a space and won't have to worry about the waiting list!!

At the last minute they created a pop-up section. The website said no but when I made a phone call they yes give me your money

Its taken me a while to respond to this comment because I wanted to make sure I was right before I answered.  I don't mean to be contradictory, but......there isn't a "pop up section"....not at the last minute or at the beginning.
 
However, there is one area that if they have any extra space at the last minute they try to put a few pop-ups in to accommodate as many people as possible.  Its not a section - just reallocating space that was already reserved for RVs.  Sometimes there are last minute cancellations or a vendor that has a spot that doesn't need it....that's why there are sometimes last minute spaces to rent out.
 
There should NOT be pop-ups in the tent area unless they are pulled in with a bike.  If anyone got away with putting one in the tent area, then they were just lucky.  Had they been caught doing it, they would have been asked to leave.  Its not allowed.
